7月8日，全省首单离境退税“即买即退”业务在汉落地。
On July 8th,the first"refund-upon-purchase"service in Hubei province was completed in Wuhan.
“即买即退”服务是指境外旅客在提供“即买即退”服务的商店购买退税物品时，签订协议书并办理信用卡预授权后，即可在该商店现场申领与退税款等额的预付金。
Overseas visitors purchasing tax-refundable goods at tax-free stores providing"refund-upon-purchase"service can receive an advance payment equivalent to the amount of the tax refund on-site after signing an agreement and completing a credit card pre-authorization guarantee.
“即买即退”适用条件
Conditions for Refund-Upon-Purchase
在湖北省享受“即买即退”服务的境外旅客，除须符合现行离境退税相关规定外，还应同时满足以下条件：
In addition to complying with the current regulations for departure tax refund,overseas visitors enjoying the"refund-upon-purchase"service in Hubei shall also meet the following conditions at the same time:
1、购物及申请办理“即买即退”服务的退税商店，属于湖北省“即买即退”商店。
The stores where overseas visitors purchase tax-refundable goods and apply for prepayment should be among the store list offering the"refund-upon-purchase"service in Hubei.
2、自退税申请单开具之日起17日内从指定口岸离境（例如在武汉享受“即买即退”服务的境外旅客需从武汉天河国际机场离境）。
Overseas visitors shall depart from the designated port within 17 days after the date of the issuance of the Tax Refund Application Form. (For example,overseas visitors enjoying the"refund-upon-purchase"service in Wuhan shall depart from Wuhan Tianhe International Airport).
3、本人持有可操作预授权担保的信用卡。
Overseas visitors hold a credit card of his/her own for pre-authorization guarantee.
4、所购退税物品由境外旅客本人随身携带或随行托运，自指定口岸离境（武汉天河国际机场、宜昌三峡国际机场、恩施许家坪国际机场）。
Overseas visitors shall carry or check in the tax-refundable goods with them,and depart from the designated port(Wuhan Tianhe International Airport/Yichang Sanxia International Airport/Enshi Xujiaping International Airport).
“即买即退”服务流程
Refund-Upon-Purchase Process
1、境外旅客在湖北省“即买即退”商店购买退税物品后，向退税商店索取增值税发票和退税申请单。
Overseas visitors after purchasing tax-refundable goods at tax-free stores in Hubei providing the"refund-up on-purchase"service shall ask for VAT invoices and the Refund Application Form.
2、境外旅客在退税商店扫码上传退税资料，签订协议书并办理信用卡预授权，申领退税预付金。
Eligible overseas visitors scan the provided QR code at the tax-free store,upload tax refund documents,sign the agreement and complete the credit card pre-authorization guarantee, apply for an advance tax refund payment.
3、境外旅客离境时，应当持退税物品、退税申请单、增值税发票和本人有效身份证件向海关申报并接受海关监管。海关验核无误后，在退税申请单上签章。
When departing,overseas visitors shall declare their purchases together with the Refund Application Form,VAT invoice and their valid ID to the customs for verification. The customs shall sign and seal the Form after verification.
4、境外旅客将海关验核签章的离境退税申请单、增值税发票投递至退税柜台旁信箱中。退税代理机构审核无误后，解除预授权担保；不符合规定的，将通过预授权扣回预付金。
Overseas visitors shall deposit the customs-stamped Refund Application Form and VAT invoice into the mailbox near the tax refund counter. If no error after the review,the pre-authorization guarantee shall be removed. Otherwise,the advance payment shall be recovered through the pre-authorization guarantee.
离境退税“码上退”服务
"Code-based Tax Refund" Service for Departure Tax Refunds
境外旅客在汉购买退税物品，符合“即买即退”条件的，可通过二维码小程序实现“即买即退”全流程线上办理。
Eligible overseas visitors purchasing tax-refundable goods in Wuhan can complete the"refund-upon-purchase"whole process through the QR code mini program.
作为轻应用小程序，“码上退”无需下载注册。旅客购物后仅需拍照上传证件、退税资料并签字确认等简单操作，系统即可自动识别校验相关信息，旅客在线签署协议书及预授权，后台审核比对无误后，预付金即时到账。
As a light application mini-program, "Code-based Tax Refund"does not require downloading or registration. After purchase, overseas visitors only need to upload ID, tax refund documents and sign for confirmation. The system can automatically recognize and verify the information. Overseas visitors can sign the agreement and make the pre-authorization online. After the backend review is correct, the prepayment will be credited immediately.
在约定时间境外旅客离境，接受海关验核，并将退税资料提交退税柜台，系统自动反馈结果并办结，真正实现“指尖退税、全程无忧”。
Overseas visitors depart, undergo customs verification, and submit tax refund documents to the tax refund counter within the designated time. The system automatically feedbacks result and completes the process, truly achieving"tax refund via fingertips, with no worries throughout the process".
